Quick Facts

- Official Languages in Kosovo are Albanian and Serbian.

- Language of any community that constitutes five (5) per cent of the total population in any municipality will have the status of an official language.

- Language of any community that constitutes three (3) or more per cent of the total population in any municipality or has been traditionally spoken in a municipality can be used as a language in official use.

The fourth workshop has been held with the public enterprises with regards to defining the duties and obligations of the Language Policy Network

The Office of the Language Commissioner (OLC) in cooperation with the Organization for Security and Co-operation in Europe (OSCE), Mission in Kosovo, has organized the fourth workshop with the contact persons of public enterprises to discuss about the document “Network Terms of Reference for Language Policies”.

The document was presented in detail, and it was explained that this document is based on Article 15 of the Language Commissioner Regulation, which defines the responsibilities of the Language Policy Network members.

During the previous months, separate meetings were held with members of the Language Policy Network of the ministries, municipalities and state agencies.

Following these separate meetings, the OLC, in cooperation with the OSCE, based on all recommendations that have been given, will compile the document with the terms of reference for the language liaison officers of the Language Policy Network. Completed Terms of Reference will clarify their obligations towards OLC and relevant institutions.


Office of the Language Commissioner was established in April 2012 under auspices of the  Office of the Prime Minister, pursuant to Regulation br.07/2012. The Office is mandated to oversee the implementation of the law on languages, works with institutions to improve the implementation of the law and promote and protect the right on the use of the language of all communities in Kosovo.
